Integrated Offender Management (formally PPO Scheme)
Integrated Offender Management (IOM) is a scheme by which offenders at high risk of reoffending are managed through a multi agency approach which supercedes the previous Priority and Prolific Offender (PPO) scheme. The main agencies involved are Probation, Hampshire Constabulary, Society of St James, CSPs, Housing providers, ASB officers and any other agency that can contribute to reducing offending with the identified group of offenders. This group of offenders include prolific and priority offenders as well as a wider group of offenders designated to be in the IOM catchment.
A core group meets on a monthly basis with the purpose of discussing individuals that are deemed to be most at risk of further offending and to formulate a clear and co-ordinated action plan to minimise the identified risk.

Launch of Hampshire Integrated Offender Management Service
Hampshire Integrated Offender Management Service (HIOMS), an intensive case management approach to managing the needs of priority offenders, was launched on 1st April 2011.

Reducing Re-offending – New Statutory Duty
From 1st April 2010 the Home Office extended the remit of Community Safety Partnerships:
- The WCSP now has a statutory duty to reduce re-offending
- The Probation Service has become the sixth responsible authority
- The Partnership’s Section 17 duties have been extended to include reducing re-offending.
