Terms of Reference

Aims of the Economic Prosperity Outcome Group

  • To ensure the delivery of the economic prosperity outcome in the Community Strategy
  • To promote, support and facilitate joint working within the economic prosperity outcome area

Roles of the Economic Prosperity Outcome Group

  • To take an overview of partnership work undertaken to deliver the outcome
  • To monitor key indicators for the outcome as set out in the Community Strategy
  • To assist the solving of strategic issues which prevent or slow achievement of the outcome
  • To steer the work of those thematic partnerships whose work is contributing to the achievement of the outcome (especially but not exclusively Winchester Business Consortium, Cultural Consortium, Discover Winchester partnership)
  • To monitor the performance of the thematic partnerships and report back on progress to the Executive Group
  • To ensure that issues which cut across the five outcomes (Health and Wellbeing, Safer and Stronger Communities, Economic Prosperity, High Quality Environment, Inclusive Society) are addressed with regard to the economic prosperity outcome’s delivery plans, paying particular regard to equality, diversity and inclusion
  • To inform the WDSP of upcoming issues relating to the outcome and to consider what strategic direction in the future will be needed in order to secure the best outcomes for the District, including considering and mitigating against strategic risks which could prevent the WDSP from achieving its key outcomes

Membership of group

Standing Members on each group will be agreed by the Board. This membership can be supplemented at any meeting by the attendance of a partnership chair if they wish to raise an item on the agenda or contribute to discussions.

The standing members will include:

  • Agreed partnership chairs
  • The City Council Cabinet Member for economy and tourism
  • The City Council Corporate Director of Operations

The Economic Prosperity Outcome Group will be supported by the City Council’s Economic Development Officer.

Meetings

The Economic Prosperity Outcome Group will plan to meet every other month, or more or less frequently if necessary.

Agendas for the meetings will posted on www.wdsp.co.uk at least one week in advance of the meeting to allow members of the wider WDSP to comment, and/or attend. An e-form will be posted on the WDSP website which will allow chairs of other partnerships to submit an item to the agenda. This must be approved by the chair of the Outcome Group and will be placed on the next available agenda.

At two meetings during the year there will be an opportunity for anyone undertaking a community plan to present to the group. This opportunity will be advertised via the www.wdsp.co.uk website when the programme of the year’s meetings is agreed.

Chairing

The chair of the Economic Prosperity Outcome Group will be elected annually by the group by consensus of its standing members. The group can be chaired by any partnership chair.

Decision making

Decisions will be made by consensus of the group’s standing members. If consensus cannot be achieved, the decision will be referred to the WDSP Executive Group for guidance. If there is a dispute between partners, the partnership dispute resolution mechanism shall be invoked.
