Terms of Reference and Membership
Aim
To work in partnership to protect, maintain and enhance the natural environment in Winchester District and to represent and promote the interests of the natural environment through advocacy and influence when working with partners.
The term ‘natural environment’ is considered to include all wildlife and habitats whether natural or semi-natural (i.e. modified by man).
Objectives
Member of the forum will work in partnership to:
- Raise awareness and facilitate two-way communication regarding the natural environment and associated issues in the district.
- Facilitate links into community planning and, on occasion, act as a consultative body for the review of strategic policies and plans
- Act as a catalyst to facilitate and support environmental projects that work to enhance the natural environment in the district.

Frequency of Meetings
– The forum will meet twice per annum, in February and in October unless specific issues require more frequent liaison.
– Sub-groups of the forum may be appointed from time to time to take forwards specific projects, which may require more frequent meetings.
Chair
The Forum will be chaired by Damian Offer, Landscape and Open Spaces Team Manager, Winchester City Council.
Reporting and Accountability
The Forum is accountable and will report to the High Quality Environment Group of the Local Strategic Partnership via either the Chair or Portfolio Holder for Environment.
Review Arrangements
The Terms of Reference will be reviewed in October 2010.
